Seeking long term solutions
Impactful changes require an enabling environment. We can provide our partner countries with public grants to fund infrastructure projects that cannot attract commercial loans. Other financing routes may be closed because the funding costs cannot be repaid, usually due to low revenues. As a Dutch state-owned financing organisation, we are able to support innovative and sustainable solutions and impactful projects worldwide.
Our goal is to deliver on SDG 8 (decent work and economic growth) and SDG 13 (limit and adapt to climate change) by investing in high impact public infrastructure projects. These provide long-term solutions to global challenges, such as water pollution.
The DRIVE programme
For the past decade, the DRIVE programme, launched by the Dutch Ministry of Foreign Affairs and managed by Invest International, supported public infrastructure projects that improve access to water, healthcare, climate‑resilient systems and more in developing countries.

We offer
Grants for project development
Develop2Build (D2B) and DRIVE TA grants can pay for feasibility studies, environmental social impact assessments, preliminary technical designs, tender documents, and technical assistance during the development of an infrastructure project.
Grant for infrastructure implementation
We help to identify 100% financing solutions by matching the flexible DRIVE grant with a partner government’s own budget or any other funding source, such as a loan or grant.
Green impact promoter
To support the use of nature-based solutions, this grant covers ‘green premium’ – the extra costs of making a project sustainable and maximising the social and environmental impact.
